Richard Chapman recently retired as the Director of Telecommunications Services for the Department of Justice. This dedicated customer service organization provided the full range of telecommunications services on a fee-for-service basis. During his tenure, he completed the high speed backbone and network operations center, allowing all bureaus within the Department access to real-time network information—a first for a civilian agency. Other services include long distance voice, video conferencing and a Washington DC metropolitan area data network to connect the various LANs managed by the numerous staffs and bureaus.

Previously, Mr. Chapman served as the Principal of Information Technology Operations providing services to over 80,000 customers in the Department of Transportation, and Deputy Director of the Office of Information Resource Management, Office of the Secretary of Transportation.

Mr. Chapman retired as Captain, U.S. Coast Guard, with 24 years of service where he was a line officer with a subspecialty in telecommunications and micro systems management. He served nine years at sea with three tours as a commanding officer.

Mr. Chapman is a graduate of the U.S. Coast Guard Academy and was awarded his Masters Degree in Telecommunications Management and Engineering by the Naval Postgraduate School in Monterey.
